Considering each local role
Kyodo reports that the first working group in Tomakomai covered Muroran Line's Numanohata–Iwamizawa and Hidaka Line's Tomakomai–Mukawa sections. Participants shared service-improvement examples; municipalities emphasized agricultural freight and routes used by students.
Following concrete improvements
Working groups are expected to meet about three times per section by the fiscal year-end and develop proposals. Tourist trains and transport-system changes are among future topics. Similar deficits do not mean identical local needs. Follow both ways to attract users and ways to secure necessary transport, rather than assuming blanket closure.
