What the reports say
Kyodo projected a fourth term for Fukushima Governor Masao Uchibori, a third for Niigata Mayor Yaichi Nakahara and reelection for Naha Mayor Satoru Chinen. Their supporting coalitions differed; national party divisions alone do not explain these local races.
Following the policies
Uchibori campaigned on reconstruction after the earthquake and nuclear accident and population decline; Nakahara on city-center development, business investment and jobs; Chinen on relocating Naha's military port to Urasoe and expanding family support. These are campaign commitments, not completed achievements. Budgets, assembly debates and project progress will show what follows.
