Based on Kyodo's October 26, 16:49 meeting report. This is a policy proposal, not an existing blanket registration duty.
What was proposed
Kyodo reports that the government presented registration for lobbying on behalf of foreign governments and penalties for malicious interference at a meeting on intelligence capabilities. Examples included concealed foreign-government ties in policy intervention and influence operations targeting opinion or elections.
Scope and democratic oversight
The report says legislation could be submitted as early as next year's ordinary Diet session. Overbroad definitions could restrict freedoms and rights. Foreign connections do not automatically make people or activities illegal. Future legislative definitions, application conditions, oversight and remedies need examination.
